It should an open unconditional talk held in a free well behaved climate. That is because the objective of the
conference would be to allow all aggrieved parties to put forward their
grievances, examine the grievances and find ways to deal with them. The parties
to the crisis should be the government of Borno state, the Federal Government of
Nigeria, the Police, the Armed Forces and the State Security Service and members
of the Yusiffiyya religious sect. The difficult question may be how to contact
and bring to the table members of the Yusiffiyya sect who operate from
underground. That is simple, since there are some among them who are currently
held in custody, they may be invited to participate.
The observers may be drawn from international agencies such as the International
Committee of Red Cross and Red Crescent, Organization of Islamic Conference
(OIC), Amnesty International, United Nations Human Rights Commission etc.
Participants may be drawn from the serving and retired indigenes of Borno in the
judiciary, lawyers, academicians, traditional rulers, community leaders,
religious leaders drawn from all faiths and sects as well as officials of all
registered political parties.
It is assumed that the outcome of the conference would pave the way for settling
the Borno crisis through negotiation as was the case in all previous Nigerian
crisis such as the Biafran and Niger Delta Militancy.
