It should an open unconditional talk held in a free well behaved climate.  That is because the objective of the conference would be to allow all aggrieved parties to put forward their grievances, examine the grievances and find ways to deal with them. The parties to the crisis should be the government of Borno state, the Federal Government of Nigeria, the Police, the Armed Forces and the State Security Service and members of the Yusiffiyya religious sect. The difficult question may be how to contact and bring to the table members of the Yusiffiyya sect who operate from underground. That is simple, since there are some among them who are currently held in custody, they may be invited to participate.

 

The observers may be drawn from international agencies such as the International Committee of Red Cross and Red Crescent, Organization of Islamic Conference (OIC), Amnesty International, United Nations Human Rights Commission etc. Participants may be drawn from the serving and retired indigenes of Borno in the judiciary, lawyers, academicians, traditional rulers, community leaders, religious leaders drawn from all faiths and sects as well as officials of all registered political parties.

 

It is assumed that the outcome of the conference would pave the way for settling the Borno crisis through negotiation as was the case in all previous Nigerian crisis such as the Biafran and Niger Delta Militancy.

Urgent Call for Borno Peace Conference

Most well meaning citizens of Borno state are concerned about the present state of uncertainty in which they live and are eager to find solution to the escalation of violence as a result of the attacks from members of the Yusiffiyya religious sect and security agencies which claimed thousands of lives. No matter the consequences of the actions of those who are responsible for causing the conflict, what is important now is finding ways to resolve the crisis and bring sanity to the state. That is very important because the people cannot afford to remain under siege.

 

However much as we want this conflict to be resolved there is the need for the convening of a conference to discuss the causes of the Yusiffiyya religious uprising in order to find appropriate ways of resolving the dispute. Doing so requires the participation of objective and non partisan experts on conflict management that would be able to bring together the parties involved in the conflict or their representatives to an open dialogue on the matter.
